Environment and Climate Change Canada and Health Canada are developing an implementation framework for a right to a healthy environment which will set out how the right, in the context of the Canadian Environmental Protection Act, 1999 (CEPA), will be considered in administering the Act, as well as its reasonable limits.

The framework will give meaning to the right in the CEPA context and also explain how principles such as environmental justice, intergenerational equity and non-regression will be considered in the administration of the Act. CEPA requires that the final framework be developed within 2 years from when this requirement came into force in June 2023.

Thank you to all who shared their comments to help shape the implementation framework for the right to a healthy environment under the Canadian Environmental Protection Act. We appreciate the time and effort you put into providing this feedback.

Each submission received will be carefully reviewed and considered in the writing of the draft implementation framework. Submissions on the discussion document will be documented in a "What We Heard" report, which is expected to be released this fall.
