In June 2023, the Canadian Environmental Protection Act, 1999 (CEPA) was amended and modernized. Amongthe changes, the Government of Canada now recognizes, in the preamble, that every individual in Canada has a right to a healthy environment as provided under CEPA, subject to reasonable limits.
Environment and Climate Change Canada (ECCC) and Health Canada (HC) are currently developing an implementation framework, that will set out how the right will be considered in administering the Act.In doing so, ECCC and HC are looking for feedback on thedraft implementation framework from all interested persons in Canada.

Contributions to this consultation are closed for evaluation and review. The contributions will be used to inform the development of a draft implementation framework for a right to a healthy environment in CEPA.

The draft implementation framework was published for public comment for a 60-day period ending on December 4, 2024. Comments received will be used to help finalize the implementation framework, which will be published in the Spring of 2025.
