Why an implementation framework?
The draft framework proposes to set out how the right will be considered in administering CEPA, and provides guidance for ECCC and HC to support protection of the right when making decisions under the Act. Decision-making under CEPA to protect the environment and human health includes, for example:
Setting research and monitoring priorities, designing the studies and conducting research and monitoring activities, such as under the Chemicals Management Plan (CMP) Environmental Monitoring and Surveillance Program
Identifying risk assessment priorities and conducting the risk assessment of chemical substances and developing guidelines for drinking water quality or residential indoor air quality.
Developing and administering regulations and non-regulatory risk management instruments, such as the Concentration of Phosphorus in Certain Cleaning Products Regulations.
Setting priorities for compliance and enforcement activities and promoting compliance with and enforcing risk management instruments
